Or you could just tighten the buckle and straps enough so they are actually tight, which is super obvious and easy to do. I mean I guess there are people out there stupid enough to let it loosely lay over the jacket. I mean when you tighten a seat belt over a puffy jacket it very easily compresses the down in the process. You should obviously always make sure the straps are snug.
