It’s dead.
Cochemiea grahamii, commonly Graham’s Nipple Cactus or Graham’s Pincushion Cactus or even Arizona Fish-hook Cactus (and probably a whole litany of other common names…)

The little red “chili pepper” berries have seeds inside. Birds love ’em (and help distribute seed in the wild).
