I haven’t repotted my pothos in 3ish years, and the vines are starting to get some pretty bare spots as they get longer. Is it time to chop and prop? Or should I repot the whole plant? I took about 2 inches of soil out of the pot to look around, and I’m not sure if it’s root bound or if it’s fine like this. Any advice would be greatly appreciated, I feel like this plant needs a little help but I’m not sure exactly what it needs!

Yes and repot in better soil. Ocean Floor or happy Frog are both good options

I’d do both. Chop up the longer vines and toss them in some water or moss. Then repot in some chunkier soil with pearlite and orchid bark, wrap around and pin some of the long bald vines back into the soil to get a bunch more growth points to fill it out.

You could chop and have so so many propagations, I’m jealous

You definitely need better soil, but this plant is leggy from lack of light. You will get more compact, bushier growth if you move its location closer to the window.
