It’s likely a type of fescue, which is a clumping grass. Not a weed but it will propagate slowly into other clumps. A lot of California gardeners like it for its drought tolerance.

FWIW, looks to me like this is an ornamental grass that was deliberately planted by someone. But if YOU don’t want it – it’s a weed.

Probably fiber optic grass (Isolepis cernua) it’s a California Native. I have some growing on my property near US 101 along the Central Coast.
