Do scuds hang out near the surface like this because of low oxygen?

Been noticing the scuds have started frequently climbing out of the water, I want to make sure there isn’t a problem! I’ve been testing the waters ammonia and nitrate levels / refreshing the water every couple days and everything seems to be going okay otherwise
