Spotted this morning on a few plants in my front yard. I didn’t touch them but they present like styrofoam or snow

    Those are frost flowers or hair ice

    It’s basically just ice

    The substance is ‘cellulose plant fiber’. All others failed to address the question.

    Just to add, there are native wildflowers to PA, the most well-known of which is *Verbesina virginica,* that are famous for this. Common names include Iceweed, Frostweed, and Iceplant in recognition of its propensity for this.
