Lonicera maackii, bush/Amur Honeysuckle. I’m not sure about the toxicity to dogs but it’s horribly invasive

Amur Honeysuckle. The leaves and blossoms are not toxic. The berries are mildly poisonous.
Thanks guys! He’s been fine all morning so I’ll just keep an eye on him for a while just in case
