Well sunce all the good succubi jokes have been said, it looks like a type of Sempervivum aka hen and chick’s. But posting in r/succulents will definitely give you an id. As for care, first I would replace the soil with a fast draining mix. You can get cactus soil. I would then change the pot to a terra cotta pot. Put it in as much direct, full sun as possible. Then ignore it. Succulents thrive on lots of sunlight and neglect. Water maybe once a month. All those leaves store water and it really only needs water when the leaves get wrinkly. But once a month is a good start. If you are in the northern hemisphere and going into winter, reduce watering to once every couple of months as it will be going dormant
