It actually probably is. Some echeveria species’ !flower stalks look exactly like a rosette before they finally form the buds.
The location and manner of growth heavily suggest inflorescence.
Either way, it’s fantastic looking. I love the tessellation in succulents.
What breed echeveria is this?
