Can I relocate this plant which I don’t know the name to elsewhere in my garden without killing it ?
If i can’t, would it be ok to run sleepers around it by digging around 20cm ? Does the root of this plant go down pretty much vertically ?

It looks like a Yucca recurvifolia.
They are tough plants and you should be able to transplant it okay.
Make sure to wear gloves, safety goggles and old thick clothes when working on it because the points at the end of the leaves are very sharp.
