What is this in the bag of hay?

I buy Timothy hay for my rabbits and this bag had a woody stem with these fuzzy parts on it. I have never received something that looks like this before and am worried it could be unhealthy for my rabbits to eat.

Is it a later stage of the Timothy hay plant or something else entirely? The rest of the bag was tiny pieces of hay and lots of hay dust.
