What can I do to make this a space that could be lived in safely by snails and a couple of small shrimp?
I’ve been debating draining the water, and adding some potting soil and then gravel and fiddling with a chop stick or something to flatten it, to try for a walstead, but adding in more plants might be fiddly.
Any ideas?

Here’s what I would do:
Add 2 inches of pool filter sand.

Add some guppy grass, it doesn’t need to be planted, but can be, and it’s easy to get through the opening.

Then go to a lake or pond and grab a small stick or leaf (the nastier the better) and add that, transport it in water cuz it’s those items where most of the critters live on.
Here’s a video how I obtain stuff for my ecospheres. If you want to use substrate from a wild body of water, put that in first and then cap that with sand. The bottom layer will be heaven for plants to dig in and the lucky bamboo will appreciate it too..

Lucky bamboo:

Planting, cutting plants and removing them through that bottle neck is doable, a chopstick and a wire is enough to do that.
Dealing with algae and keeping it stable enough for neoraridina long term is going to be much more difficult.
