
It's North facing, so full shade (gets 2 hours of afternoon sun April to August). The border is currently only 60 cm deep, but I am planning to widen it to ~1.2 m in the next few months.
We are generally lacking vertical interest in the garden so I wanted to plant something that will get tall but stay relatively narrow.
I was thinking of planting an Acer palmatum Orange dream to complement the dissectum Garnet that is current there but I'm worried it won't have enough space to spread out.

I think your acer idea will work fine. It would be really happy with the amount of light and shelter you have.
Some euonymus grow tall and narrow (eg. Green Spire, White Spire). They are quite slow growing, so easy to control. But nothing much in the way of flowers/berries. Evergreen, so there is that.
A viburnum tinus could work, but you might need to prune to keep it shaped more narrowly.
I would say camellia but they’ll want ericaceous soil, so only do it if your ground is naturally ericaceous (an acer would also be happy if you can plant it with ericacous compost. They survive ok without it, especially the greener ones, unlike a camellia which will look unhappy, but it might be nice to plant the acer out with ericacous and top dress it each year.)
