Looks like wild buckwheat. I think either nodding buckwheat (Eriogonum cernuum) or Albert’s Buckwheat (Eriogonum abertianum). In fall they turn red and drop their leaves.

Smell it, does it have an herby smell to it? It’s considered to have special powers according to native peoples of the southwest
