The new home would be built in the garden of Bluebell Cottage in Dragons Lane, Leigh Sinton, should planning permission be granted.

Malvern Hills District Council’s planning officers have recommended refusal because the site is outside Leigh Sinton’s development boundary.

They say future residents would be “poorly connected to key services by sustainable travel modes and heavily reliant on a motor vehicle due to the poor standard of the local walking and cycling environment, and the limited nature of local bus services”.

But the final decision rests with the council’s southern area planning committee, which meets next Wednesday (October 15).

Plans submitted to the council say the scheme is a “unique opportunity to develop a thoughtfully planned residential dwelling that complements the beauty and character of the surrounding area.

“The proposal conforms to national and local planning policies and addresses local housing needs.”

A planning statement says the proposed house would be made from traditional materials and have eco-friendly features.

“The development is intended to provide a family four-bedroomed dwelling within a sustainable living environment whilst in proximity to nature.”

The developer admits the site is “outside of a defined development boundary” and is therefore classed as open countryside.

But they say the site is not isolated and that planning policies don’t rule out such sites completely as long as they are in a sustainable location.

The plans are up before committee because the applicant is an employee of Wychavon District Council.
