This large willow tree where I live got heavily reduced yesterday (second image) due to some sort of illness. Is there any chance it will recover, or is it to consider as dead and gone forever?

You might as well have cut the entire thing down
Unless they change the water table, it will recover. If they threw a couple of the cut branches on the ground, they would just start growing…
