Can anyone help identify my problem? In the last week and a half this bush began to turn brown out of nowhere. Upon closer inspection it is covered by thousands of tiny bugs. I tried to take as many close up pictures as I could get, but I do not know what they are or how to get rid of them. Can the plant be saved? Thanks for any help!!

Looks like it could be white pine weevil. Once damage is done it can’t be undone
White pine aphids. You could try hosing them off of the tree physically, or apply a systemic insecticide (goes into the soil) like imidacloprid if you’re not opposed to chemical treatment.
Is it in the ground, or a pot? Insect infestations are usually secondary, meaning the tree has another issue that is weakening its normal defenses to the pest. The tree looks like it could probably use more frequent watering with it being so young.
