That is monkey grass / liriope. You will need to pull it out roots and all or it will keep coming back.

I find a glyphosate treatment to be the best move when dealing with plants that can propagate from rhizomes. Grasses tend to take a fairly heavy application, so do it at least a month before you plan on planting.

Or do they send up brown bunched seed heads in the spring like the photo

Mow to the ground and mulch a bit. Plant something that grows fast and up that will shade out that stuff when it tries to grow back.
