Edit: it’s not native to SF, but it could have been planted as an ornamental grass.

This looks like a grass in full flower, or perhaps a sedge. These are large groups of plants and are difficult to id by photo. Luckily they don’t tend to be toxic to pets.
Edit: if you can upload a better photo it could help id this further.

Probably it’s not the plant, but something he ate before that and was trying to solve the issue himself by eating grass…
Treatment for toxicity/poisoning is mostly the same though… Vomit/Vit K ( with anticoagulantia poison like rat/mice poisoning), fluids and stabilize as much as possible. Hope your dog will be ok! 🙏🏼

How is your dog doing? What were the symptoms that led to surgery?

Maybe the dog was already feeling ill and ate the plant as medicine.

Just a suggestion, as I use it all the time, but try Picture This. You just take a Pic and it’ll tell you what it is. Just about everything growing along my back fence is safe for humans, but poisonous to animals. I got a puppy and checked it all as my previous girl never ate anything like that. Until it’s all gone, I’m out with her on leash.

Location helps a lot with ID’s
Sorry! San Francisco
Looks like a sedge, *Carex sp.* or related genus. I haven’t come across any species being toxic though.
Edit: sedges are related to grasses and dogs often eat grass leaves to induce vomiting as a way of dealing with stomach issues – zoopharmacognosy.
Is your dog slobbering a lot? I think it’s the awn of the [toothache grass](https://greg.app/longawned-toothache-grass-overview/) that bothered his mouth and some stomach upset.
Scroll [down for a picture](https://fsus.ncbg.unc.edu/show-taxon-detail.php?taxonid=1884) that looks exactly like your picture.
