I want to loan and seed this area, but first need to haul out the gravel. Is there a machine I can rent to do this? Any tips on doing the manual labor myself? Thanks
If you can rent or borrow a small tractor that would make quick work of this. A kubota BX series tractor would be the recommendation.

Hard rake and a wheel barrel. Jokes, mini bobcat or tractor like you were thinking. Haul it all away, have fresh top soil on stand by to spread with the machine in the same day.

Escavate area with machinery. Make sure all the rocks are removed and hand rake and remove any left behind. You don’t want the lawn mower projecting them on the grassed area

I would put topsoil right on top of the stones. If the stone beneath worries you then put extra topsoil.
