Looks like a packrat but they have tails. Maybe a predator nipped it off? Could be a hamster, but they’re mostly in Europe.

Looks like a Pika… but they would be mostly west. They typically are only in mountainous areas, Western Dakotas and West to Washington, and as far South as Central Colorado.
