Bit weird to just put it in without consulting you, but Trachelospermum jasminoides (star jasmine) is a lovely evergreen creeper with beautifully scented flowers. Maybe the area was looking like it needed something so they took some creative liberty. Not a bad choice of plant, we use it in gardens all the time.
I see it’s standing up against a timber post, so I assume the intention is to train it to grow up the post? You will need some wiring for it to be able to do that – they don’t stick to walls like some other creepers.
Rip it out if you don’t like the fragrance, but I would recommend giving it a chance to settle and grow. Most plants look a bit frazzled and sad right after planting.

Jasmine! I have it outside my front door. It’s heavenly, but I have to cut it back or it will literally cover my house. It’s on a sturdy trellis and I cut it back in the fall, actually doing it in a week or so.

Invasive, it is creeping under my siding and into my AC unit. Cockroaches also love it.
