In my many years experience of digging up gardens, the concrete is unlikely to be very thick or strong, try hitting it with a big hammer.
Of course, in my many years of digging up gardens I know there’s a fair chance there’s another, older patio underneath.

You can probably break that up pretty easily. BUT, this is directly between your water meter (meter***s***?) and your house so your water supply potentially runs under the area you’ll be digging up.
You will want to be extremely careful if you choose to dig, and careful in case the water supply passes through (rather than under) that concrete/mortar/whatever layer.
A raised bed (as others have suggested) is going to be the easiest option, and they look smart.

Put up a couple of poles and have a hammock instead.
