I saw this plant at a restaurant in Vietnam. Others were in a bowl filled with water with a rock on top of their roots and a lot of leaves sprouting up. I thought they might be Gotu kola plants but the leaves aren't as jagged looking.
Since you mentioned gotu kola… In some countries in the south east region, these (hydrocotyle and centella) are called pegaga (yea common names, they are often confusing and unclear).
Gotu kola, aka Centella asiatica, usually are lighter green, thinner leaves.
