Hello all, I am looking to add a little more privacy below the pine tree. Will anything grow there? A larger fence is not an option, local ordinance limits fence height. I am in zone 7. Any insight is appreciated!
Can you plant some trees on the inside of the fence? Looks like there is plenty of sun there.

You plant anything under that pine & you will be depriving it of sunlight and it’s roots will be competing with the pines roots. You want privacy? Build a taller fence.

American holly. They like shade and are evergreen. However, they may fight with the pine tree.
I’m surprised that pine is still there with those power lines. Speaking of, you’ll need to do regular trimming of the arborvitae to keep them below the lines. They don’t like being topped if they get too tall.

You need to plant inside the fence line for sure, anything else won’t do well, and would look crowded anyway

A rhododendron would probably do well there if you can keep it irrigated.
