We tried spraying it with vinegar/water mix because I thought it was a mold. Now I'm not sure. Any help would be great!

It’s really difficult to tell from the pictures but that looks like an insane mealybug or scale infestation. You will want to get some insecticidal soap or neem oil (only apply during the cooler and less sunny parts of the day as it can cause leaf burn). I would recommended literally wiping the branches down to kill them. They are a pain though because they love hiding in small crevices.
One can also try spraying them with the hose regularly.
