    We live in Western Montana (Missoula, Montana) in a valley surrounded by mountains, though this is a garden plant of my neighbors.

    Looks like hydrangea. Sometimes they don’t flower, especially in too much shade.

    Looks similar to hydrangea or viburnum. Was there any flower? If no flowers now, more likely viburnums because some of them flower in the spring.

    Possibly Weigela florida, but usually safe for cats.
    Possibly Diervilla lonicera (honeysuckle). Native to Montana, also not toxic for cats.
