My understanding is that it's best not to follow a fixed schedule but to water based on a moisture reading, so:

During spring/summer/autumn, what's the moisture level that the soil should drop to before I soak the pot?

Is it different during winter? I understand I shouldn't soak in winter. So is there a maximum moisture level I shouldn't go beyond during winter?

Is there a minimum moisture level I shouldn't go below throughout the year, no matter the season?

Must be totally dried. Humidity meters will not work for cactus soil types. On winter – totally dried because cactus don’t drink at winter. There is no minimal, on your visible setup don’t keep them in humid. PS they needed airflow, humid on the air can be nightmare for them.
