Water. It is starting to die back now with the heat and no irrigation. It roars back with any moisture. Plus it looks better if you go longer between mows or raise the mower.
Next spring don’t mow so you can pull all the weeds. The horseherb will really dominate.

Try and kill it. That will make it spread.

To encourage horse herb in sparse patches, I pull any grass or weed competition, rake away the debris and water the bare soil *next to* the plant body, in the direction I want it to fill in. As long as you aren’t trying to get it to grow in too much sun, it should follow your lead.
