What's the best way to get rid of this completely?
Keeps coming back when I pull it out

    I am not sure this is a no lawns type of question. Do the pavers have any underlayment/base panels? Even with a proper underlayment, eventually dirt will accumulate in the crevices and something will find purchase. Bottom line is that everything requires maintenance to some degree…rain gardens, mono culture lawns, your car, siding on your house, your body…it all needs maintenance in order to keep things in as close to original condition as you want it to be. Having set that up, a torch is probably the best non-chemical approach though that can hurt low quality pavers or base panels of there are any.
