I'm guessing they are root sprouts? They just showed up. I bought a house with a grape arbor. I don't know anything about taking care of it. I think I many have over-watered it.

What do I do now?

    Aerial/adventitious roots. Unless it’s in a pot or you live in a desert, grapevines really don’t need watering – they are more than vigorous enough without encouragement. Most places they need heavy pruning to stop them spreading too much. Our grapevine is grown for fruit so we have a system of pruning twice in summer and again in winter – any good fruit growing book from a reliable organisation will give info on managing grae vines and will be more reliable than many things on the internet.
