Considering offering on a house but it has this tree/mulch situation in the backyard. Tree is a green-ash and climate in northern nevada. Based on google earth its been like that for at least a decade, but the tree looks otherwise healthy. Would you be concerned about this tree's health due to the mulch volcano?

Not concerned about the tree. Would recommend removing the raised garden bed and pavers though.
not ideal and can lead to girdling roots but since its been like that and still healthy its prob adapted. Gl with house hunting!
Truck rot from too much water to the flower bed will kill the tree
Treat for EAB or you’ll lose the tree in any case.
