I would definetly trim it. That looks more like damage from some kind of insect tbh. Would not fertilize it.

Plants have been dealing with issues like this forever, and they can mostly take it. Find out what it is from your local extension office and what your options are before you do anything. Could just be a waste of your time. Mulberries are very tough.
