Found it left with a pile of trash on the sidewalk. Both leaves look pretty sad and what seems to be new growth – looks dried up (2nd picture).
Can it still be saved/produce new growth? If so, what would be the best way to make it thrive?

Yes, water and a bit of sun and care
Yes!
Put it in a bucket with water and let it soak up anything it needs.
From personal experience when a plant is put on the street it probably has bugs. J
I love picking up sad plants and trying to save them so I’d say give it ago. If you have other plants maybe keep it away from them for a while just in case it’s got some bugs/disease that you’ve missed but it looks okay to me
I would just check the roots for rot and cut it out if there is any then put it in a bright spot. I water mine when the top couple inches are dry in the summer and then leave it a bit longer in the winter (because I’m paranoid of over watering). But all in all I think they’re kinda hardy and pretty easy to care for.
Tldr: go for it, worst case it doesn’t make it. Just keep it away from your other plants for a while
