Looks likes aphids. You can try and spray them off with water and wipe any remaining bugs off with a paper towel. I know neem oil helps but obviously this isn’t your plant so I’d maybe let the lady know!

That’s milkweed covered in milkweed aphids. I don’t have personal experience with these, so I’m sorry to not have a resolution.
edit: Oleander aphids and the females reproduce parthenogenetically, so they don’t need a mate!
