My current pot is 2-3 cm higher than my plant. It is completely filled with the roots now. I am wondering if I need a pot that is just wider than my plant or the one that is both wider and deeper than my current one?
Do the roots of haworthia grow deep or wide?

Same height. An inch or 2 deeper won’t hurt if that’s what you have or want.
Next time you repot just make sure you go right to the top so the whole plant and it’s pups can see out. It could also do with a drink when you get a chance, see how the leaves are curling in?
