Try some different angles, it might just be a spot you can’t get.
Weed whackers will chew up wooden fences after a few years so it’s not ideal to have grass right up against them but sometimes that’s just what you have to work with.

Do you have a tractor supply near you? You can also order online. Herbicide and prevention called RM43. I spray very near my fence edge to avoid this. Be cautious it kills EVERYTHING.

Use hand pull quickly to break.
If you take the guard off, you can make the string longer and you should be able to get it in nooks and crannies
I’d use a squirt of herbicide, or just pull it.

You either spray a border around the fence line or you do some landscaping and make a bed around it.
If it’s really just a weed and it’s behind a fence post, round up that shit. Just a tiny little spritz.

Your fence is the problem, it needs to be at least one in clearance. That would solve that issue

I poured concrete footing all the way around mine. Makes the fence extra sturdy and keeps the snakes out as well.
I just beat the shit out of the fence from every direction with a string trimmer
