Found out neighbors trimmed about 5-6 feet of the bottom part of each of my mature Italian cypresses that were acting as a natural privacy wall. The trees age is unknown, but they are very tall and full sized.
Will they regrow, and are they harmed from the trimming?

They won’t grow back from bare wood, so the damage is permanent.
Do u like your neighbours? You can hold them liable for damaging your trees. Looks like they trespassed to cut them tbh
Are you on the side with the blue trash cans or the side that was cut? Is the fence the property line?
To answer the question of which side I’m on: I’m on the same side as the trunks of these trees (opposite side of the blue bin in 2nd pic). So they definitely went into my property to cut the trees.
