I planted 13 days ago in coconut coir within peat cells-it feels to me like the growth has stalled and I’m not getting any true leaves. I water when it’s dry to the touch and the light is to the left on the outside of the patio glass. I’m planning on transferring to containers for the outside balcony.

Looks wayyy too dry
They need water!
In addition to needing water (seedlings need constant moisture (but not to be drowning)) I have had much better luck using an actual seed starting mix which contains a little bit of fertilizer.
People talk a lot of crap about Miracle Grow but I’ve had tremendous success with their seed starting mix.
I think you are going to be too late for spinach and most cabbage varieties in 10b. I’m 9 and it’s too late for me to plant them.
I’d toss them and go for tomatoes or cucurbits now and then swap to the spinach and cabbages in September.
I’ve found the best way to grow cabbage is from kitchen scraps. No joke.
They need more light
