Is that property “yours” or the adjacent building?
If on the rental property, I’d stick to containers and planters. I wouldn’t invest more time and energy into something I didn’t own than pulling those weeds and certainly not dig anything up without the landlord’s permission.
You could do some pretty big/long containers and do small native plants and wildflowers. Can’t tell from this picture how much sun this particular areas gets.
