
It’s about ~3-4’ wide and ~20’ long.
On the other side of the fence is my neighbor.
I placed black bags on top of the dirt to prevent weed growth.
I want to potentially put down small rocks. I want to make sure that I grade a little away from the house so water won’t pool at the foundation.
What are some other ideas?

Clean it up
Gravel/ pea gravel. Nothing will grow there not enough light.
What layers do I need? Weed mat, sand(?), pea gravel?
I have a narrow shade spot like that and put in a bunch of native full shade plants. They seem to be doing well
WTF dude, do just throw garbage out of your windows. Out of sight out of mind.
I’m trying to imagine looking out those windows at brown. It’s pretty desolate.

My comments are similar to others. You need to maintain access to your gas meter.I personally wouldn’t bother with plants. Too shady and not enough space to maneuver. I would clean out what is there, regrade as you mentioned to shed water from the foundation and cover the area with small river rock which comes in various colors, tan, pink, white.

I’d look out the two windows and put a trellis with a flowering vine in front of each window. Then I’d just cut the weeds like they were grass because the plastic is horrible.
I would do pavers in a matrix of pea gravel. On top of weed barrier and compacted soil, of course. Too tight an area to do anything comfortably that will require frequent maintennace
A little tippy toe garden of succulents. Unless water pools there, then an in ground pond.
Put a fence door on it , trick it out and use it as a place to get away from the wife
