How should this be cut to encourage growth?

A neighbor abandoned this plant when they moved last summer. It was left outside in the sun and had a few burned leaves that another neighbor cut off. After I brought it home, it grew those little leaves at the bottom and the next branch up, but no changes in months.
I rearranged some furniture and moved it to a spot where it will get better light than it was getting through glass blocks. I’ve never owned one of these before and am not sure where it should be cut to get it going again. I would love any tips, TIA! 🙂

It’s so incredibly thin I would suggest cutting it down to a 6” tall “stump”, place it in a brighter window, and let it start over
