It looks like those thinner shoots that go hing along the pole are actually coming from that thick bit protruding from the ground. So unless you are sure that they are separate cuttings in the same pot I’d stick to my statement.
So if that is true, it won’t give more side shoots untill it already has these. The only way to get it to shoot out is to unpot, see the connections and cut it somewhere so it has no shoots left from itself, that will make it give new ones.
It is also possible there are shoots slowly coming up if you have a large part of the stem burried.
