It was almost completely dead when my mom first gave to to me, so I trimmed away all of the dead bamboo which left one that wasn't completely ruined. However, the bottom of the plant is rotting, and the soil stinks when pulled out of the vase. I bought a new vase and rocks for it but they won't be here until the 5th.
From the dead plants, I tried to cut the parts that were still green and put them in water in hopes that it would do something, not like it would hurt it more than it already was.

I think cutting the green bit off and putting it in water is exactly the right thing to do
Looks like lucky bamboo to me? Which is a shrub native to Africa. Should be easy to salvage with what you have already done.
It is one from the Bamboo family. Take the green parts and put it in a vase with water but change water every 7 days . Then new roots will come.
