No idea what you mean by regulated. I have crappy eyesight, but these look like 2 leaves and their petioles (stems) from an Alocasia Yucatan Princess, and if that is true, the leaves will eventually die. Alocasia cannot be propagated in this manner. Alocasias are propagated either by dividing an established root system or grown by corms, small round bulbs that grow from their root systems, corms are like smaller versions of tulip and daffodil bulbs.
