Is it being watered too much? Are you using tap or filtered water? Don’t water a dracaena until you can shove a pinky finger in an inch and it doesn’t feel cool (damp). They should also have very well drained soil. Use filtered or distilled/rainwater to water.

It’s sun burnt and the soil is too dense
