Should work once you’ve invested a few thousand in efficient lights and ventilation. I’d say for tomatoes, you should eyeball something like 150W per m² at the least.
No matter how much you get out of it, those are gonna be some expensive tomatoes after you’ve paid your power bill

Depending on your climate a cement floor can be a massive heat sync. You might want to at least put down a layer of cardboard as insulation if it stays cold. Once warmed up, you will also need some air moving in there so setup some fans.

Regardless of what is being grown more light will be needed. It should be so bright in there that when you walk in you are momentarily blinded. Thats the only way you will get the fruit you are wanting from a typical outdoor full sun plant.

A single light 8-9 feet above the plants is not going to do much. You need something WAY stronger
