Put in alternating stepping stones and then seed.
Just walk on the stepping stones and it will give your grass a chance to mature.
If that doesn’t work, did out a couple rain gardens to collect the excess water. (6x6x3).

Few things might be problematic, first if your property/lawn is not well graded;sloped and water remains and makes puddles, it will stay muddy. Secondly, if your soil is clay, it doesn’t absorb/drain water well (very slow) and the top portion always remains wet and muddy. I’d have to see it to better advise you but if you can improve the grade/slope, then this would be step 1. Then using a good quality topsoil and seeding would fix your issues.
