    If it looks like tiny bits of cotton wool, it’s probably woolly aphids. Try wiping every week with rubbing alcohol or surgical spirits to get rid of them.

    That webbing is from a heavy infestation of spider mites. Very difficult to see with the naked eye, use a 10x lens and you may see movement. I bet they’re defoliating the tree too. Nasty and hard to treat, I don’t think there are any consumer-level products available to treat them. Isolate it away from any other plants, don’t touch it and then another plant without washing your hands.
    Wash the crown of the tree well in a solution of soapy water (mild dish soap) with a dash of neem oil once a week for about 3 weeks (if it’s small enough of a tree to dunk the whole top into a large container with soapy water and neem then do that) and pay particular attention to the undersides of the leaves. In addition I would also wipe down the leaves and twigs with alcohol wipes, especially the undersides. Repot in fresh soil and sterilise the pot, dispose of the soil in the bin. Increase humidity if possible because these mites prefer dry conditions and often get a foothold on weakened plants that had already become stressed or allowed to dry out too much.
