I want to make it shorter and keep the top half of it. I was thinking, can I cut the stem in half, leaving the top as a cutting and tossing the lower half with roots? And the top half, with stem, i put in water.

These are generally propagated by leaf cutting or by division. Keep in mind snake plants enjoy being tight in their pots and often do better when allowed to be crowded.

The leaves will prop in water. It can take a very long time to root for snake plants. You can also sometimes divide the plant at the base. They will send off pups from runners. I suggest checking if there is more than one plant there and spliting.
